I use categories quote a bit in WordPress.
Wanted to determine whether there are workarounds for adding categories that have commas in their names.

Use Double Quotes
Within the post, add a new category and enclose the new category in double quotes.
That is, when adding Paris, France enter “Paris, France”.
Unfortunately, WordPress did not keep our city, “Paris, France“, as one.
Two entries were created.
Our added entries are:-
- “Paris
- France“
Images
Editor – Add “Paris, France”
Editor – Added “Paris, France” – “Paris
Editor – Added “Paris, France” – France
Use Single Quotes
Within the post, add the new category and enclose the category in single quotes.
This time when adding Paris, France enter ‘Paris, France’.
The same experience.
WordPress did not keep our city, ‘Paris, France’, as one.
Again, two entries were created.

Please access the categories screen via the Admin Menu.
Using the categories screen is really your best option for managing categories.

The block editor does not exhibit this issue.
